So should we also hand out needles just in case they want to try shooting up some herion so we can prevent them from getting AIDS?  Should we pass out free baggies of dope to ensure it isn't laced with anything or that they don't get shot in a drug deal gone bad?

You're right, we do tell people to wear a seat belt in the car to help prevent injury in the case of an accident. And yes, condoms do help prevent STDs and pregnancy. However, sex is NOT, and never is, an accident. You don't just accidentally have sex with someone, it is a conscious choice that you make. You're hormones may be raging and you may be caught up in the moment, but you can still say no. Yes, people do make mistakes, but if you are responsible and mature enough to decide to have sex with someone, with or without a condom, then you had better be responsible and mature enough to deal with the consequences, whether it is an STD or an unwanted pregnancy.

In the above quote, the question was posed:  "why should the penalty for that mistake be contracting an STD, some which can be life-threatening, or conceiving a child that is not truely wanted?"  The answer is simple:  because the only way we learn from our mistakes is when they have consequences.  This is true for children and adults.  Why would a child see it as mistake if there were no consequences?  He/she would probably just see it as fun.  STDs and unwanted pregnancies are natural consequences for improper behavior.
