Internet teens and porn

What do I do when I find out my 16 year old neice is surfing the net for porn?  She has been caught at home and was real sorry and said it would never happen again.  Now she is doing it again on her grandfather's computer when she visits.  My 32 year old daughter is there and just doesn't know how to handle it.  Does she tell my neice's mother or try to talk to her and handle it between them?  Her father died when she was 9 and I know that's probably part of the reason.  Top that off with curiosity, hormones and a mother who is too busy.  Please hurry with some advice!!!!
